Highline Internet is in the process of preparing the grant for the fiber. It will be submitted for the January 2023 grant cycle.

As of right now, they received only 6 letters of support and 31 speed tests.

 

Please take the time and submit a speed test and a letter of support!

We have a better chance of getting the grant if we show support for the project.

Instructions of how to and where to submit the test and letter are below.

Speed test data is being requested by Highline Internet for all residents that want to be part of the Fiber Grant process. Please:

  1. Download / save this spreadsheet to your computer.
  2. Run the speed test from your residence (the link for the speed test is also on the spreadsheet).
  3. It’s ok if you’re unable to run the speed test due to slow Internet connectivity, BUT, please still fill out the spreadsheet stating this(the example entry has the correct wording).
  4. Record your results and other information in the spreadsheet and save

Letters of Support

This from Highline Internet:

A section of the grant application asks for Letters of Support relevant to the project. These letters are a critical piece of the application, as they offer support for the reasons we’re planning to build high-speed broadband infrastructure in your area. Most importantly, these letters give voice to the residents within the project area—the people whose lives will benefit from the project—and are a chance for you to express how you and your community will be directly and meaningfully served by reliable high-speed internet access.

 Therefore, please encourage all residents to participate in writing a brief letter of support. Attached for your reference are a few letters from prior grant awards. These letters are public information and can also be viewed at this webpage: Grant Awards | Colorado Broadband Office.

We’d love for you to personalize these letters as much as possible! Consider asking yourself “How will this project impact me (myself and my family); my quality of life; and my access to health care, education, home security, e-commerce, etc.?”

Update 9/5/2022

Unfortunately the Broadband Deployment Board has approved the cancellation of the Summer 2022 grant cycle (for fiber installation).

Here is their message:

“The Board endeavors to deliver grant funding as quickly as possible while adhering to complex legal requirements.  The recent changes in State law and federal regulations has created delay.  With the influx in grant funding and grant awards, the Board believes it prudent to cancel the upcoming summer 2022 Grant Cycle.  Funding carries over from cycle-to-cycle, so this decision does not impact funding availability.  The Board believes this will allow staff, the Board, and the public to reconvene to assess Board processes, deliberate issues, and prepare for a better upcoming cycle.  With the next cycle already commencing in January, the Board notes that the cancellation will only result in a brief delay before grant awards will recommence.” [sic]

As of now, applications for the 2023 Winter Grant Cycle will be due on Sunday, January 15, 2023, we plan to submit the MID application in the 2023 Winter cycle and therefore, the Highline team will continue to reach out to residents for speed test results and support letters to include in the grant application. Please note, the more speed test and support letters we can include in the application the more favorable the application is to the Board.  

When asked about how this would impact timelines and whether fiber was still a possibility for MID next year (2023), this was their (Highline Internet) response:

All depends on the application process, if the process remains on schedule, then yes, there is a chance we can complete the project by end of next year.

Below is the ideal flow to complete the project by 12/31/23.

1/15/23: Applications due

3/31/23: End of 45 day comment cycle

4/1/23 – 4/30/23: Board reviews and awards applications

5/1/23 – 5/31/2: Board hears and votes on any Appeals (if applicable)

6/1/23 – 6/15/23: Execute Agreements with State

7/15/23: Construction Start

9/15/23: Begin Activating Customers

12/31/23: Construction End / Complete customer installs

 

I know this is disappointing, but Highline Internet still remains our best chance to secure grant underwriting and funding for bringing fiber to MID.

Highline Internet (South Park Telco) is asking for residents to conduct a speed test from their home and send the results back to them to support the grant proposal.

If you are unable to conduct the speed test (some people have reported slow connectivity and the speed test will not work - please see the sample wording, in the attached spreadsheet, to let Highline know this).

On a different note, I see they're starting to lay fiber into the Burland neighborhood for access to homes.

South Park Telephone (SPT) dba Highline is in the process of gathering data for the grant application and would like to include as much data as possible to substantiate a grant award for the project. I would appreciate if the residents conducted a speed test from their MID residence and document the results on the attached. I’ve included the speed test website within the attached, so use this Speed Test Link for consistency in results. Please encourage all MID residents to participate in the exercise, so as many members as possible can submit a commitment form. The parties that submitted a commitment form and payment are included on this message, please disregard if you are a property (lot) owner only and unable to test from a residence within MID or have already submitted a speed test.

 You can submit the test results to Jacob Worthalter, by July 31st, 2022, so we compile the data and include with the grant application.

Great news!

Highline Internet (South Park Telco (SPT)) has agreed to move forward with the grant process. We were able to get 67 households to commit (meaning they paid $200 to Highline) and this was over 70%.

  • Fiber broadband to MID (FTTH – Fiber to the home)
  • Fiber to be buried completely to the home
  • $200 per home location required for commitment (75% of homes) – this will include installation of fiber to the home if grant is awarded. $200 is refunded if grant is not submitted or if grant fails (SPT sets up an escrow account for MID).
  • Monthly Internet Prices
    • 1 Gig/1 Gig Internet service $149.00
    • 100/100 Mbps $119.00
    • 55/55 Mbps $99.00
    • 25/25 Mbps $89.00
    • Equipment Fee (wi-fi router) $13.00 (required)

  • SPT cannot provide information to MID about who has committed (i.e. sent in their payment of $200) other than total number of people (for privacy reasons). How

  • Gather interest and commitment (happening now)
    • SPT asking for approximately 75% commitment
    • This is not an exact number, and SPT has leeway on continuing even if commitment doesn’t meet the 75% threshold
  • SPT / Highline Internet writes and submits grant for MID (July 2022) if there is enough commitment to satisfy SPT / Highline Internet
    • Grant is for $500k, estimated at ~$5k per homeowner
  • Grant process and review take place
  • Grant appeal and decision take place
  • If grant succeeds, then SPT schedules project for MID

 When

  • $200 homeowner commitment due before 4/25/2022 in order for SPT to proceed with grant process
  • Grant submission July 15th, 2022
  • Next available submission date is January 15th , 2023
  • Fiber available for use in home, 9-12 months after grant approval (need verification of this timeframe from SPT)
    • 90-120 days for grant review process
    • 60 days to execute contract with State of Colorado to begin project
  • All of MID would be done in a single phase

Benefits

  • Faster Internet
  • Home value maintained or increases in value (other neighborhoods are already getting fiber: Friendship, Burland, Staunton Area giving their properties an advantage over those that do not have broadband Internet)

Other

  • If SPT / Highline Internet gets the grant and MID gets fiber, the cost of installation, for those who did not initially sign up / commit (happening now, for $200), increases to $1500-$3000

Alternatives

  • CenturyLink, DSL, currently available (speeds range from 3Mbps-20Mbps depending on location)
  • Starlink – not available for new subscriptions (over-subscribed and projected availability exceeds 2023)
  • DirectTV / DISH – expensive, slow (high-latency, low throughput, many VPN’s will not work), data limits / caps
  • Cell service not good enough for hot spot usage (most cell providers would cap/limit data)

We have an opportunity to apply for a grant to help offset most of the costs for fiber to the home (FTTH). While South Park Telephone (SPT) will be investing a considerable amount towards the build, the grant requires a minimal commitment from interested homeowners.

What is required to make this happen?

  • The effort requires 75% commitment from Mill Iron D Homeowners
  • This commitment requires a $200.00 one-time fee. The fee will be reimbursed if we do not get enough commitments or do not receive the grant.  With your paid commitment, South Park Telephone will waive all installation fees when the time comes to connect your home.
  • The approximate time of fiber availability is 9 to 12 months from grant submission depending on the grant appeals process.
  • We need a commitment and payment from homeowners no later than 4/25/2022
